Досвід провідних країн світу в інвестиційному забезпеченні інноваційного розвитку

У статті вивчено досвід провідних країн світу в інвестиційному забезпеченні інноваційного розвитку економіки країни, її промисловості та досліджено особливості державної політики країн світу, що застосувалася в процесі державного регулювання інвестиційного забезпечення інноваційного розвитку. Ідентифіковано механізми впровадження інноваційної політики та інструменти державного регулювання, що застосовувалися провідними розвиненими країнами світу в різні періоди їхнього економічного розвитку, відповідно до окреслених цілей. Визначено особливості державної політики, спрямованої на впровадження інновацій та стимулювання динамічного, інноваційного, науково-тех- нічного, промислового розвитку провідних країн світу, що забезпечило їм лідерство та сталий соціально-економічний розвиток.

Опыт передовых стран мира в инвестиционном обеспечении инновационного развития

В статье изучен опыт ведущих стран мира в инвестиционном обеспечении инновационного развития экономики страны, ее промышленности, реализации и особенностей механизмов и инструментов государственной политики стран мира, которые использовались в процессе государственного регулирования инвестиционного обеспечения инновационного развития. Идентифицированы механизмы, инструменты внедрения инновационной политики государственного регулирования, которые использовались ведущими развитыми странами в разные периоды экономического развития в соответствии с поставленными целями. Определены особенности государственной политики внедрения инноваций, обеспечения динамичного, инновационного, научно-технического развития, которые в значительной степени зависят от этапов промышленного развития и состояния социально-экономического развития стран.

The experience of leading countries in the investment ensuring innovation development

The article examined the experience of leading countries of the world in investment ensuring innovative development of the economy of the country, its industry and implementation and policy mechanisms and tools of the world that zastosuvalisâ in the process of State regulation of investment ensuring innovative development. Identifying approaches, tools to implement innovation policy and government regulation that applied to the leading developed countries in different periods of economic development, in accordance with the defined goals. Determined specifics of policy innovation and providing a dynamic, innovative, scientific and technological development that will largely depend on the stages of industrial development and the status of their socio-economic development. It is proved that a comprehensive understanding of shared characteristics and features of State regulation of innovation activity in leading a technologically developed countries allowed to highlight and summarise the main strategic task that stood before countries technical and technological leaders in innovation and investment to ensure their industrial development. Noted that the following tasks: the implementation of State policy in the scientific sphere, implementation of high technologies; creation of conditions for investment in R & D and innovative development of the industry; State support and promote the development of small and medium business in the sphere of innovation activity; innovation and the social economic development of the regions, on the basis of reasonable specialization; and complex mechanisms and instruments for their implementation in each of these areas. Accordingly, the effectiveness of the dynamics of technical and technological industrial development depends on the strategic focus, consistency, responsiveness and complexity of a sequence of State policy in the sphere of innovation activity, status and level of science and education and formation mechanisms of partnership and interaction between State and business. Determined that much of the dynamics of technical and technological transformation and large-scale innovative changes were carried out in countries through the implementation of a system of comprehensive State policy in innovation sphere of the formation and adoption of the required legislation, the emergence and strengthening of relevant institutions and infrastructure and the formation of economic policy of State regulation in the finance sector.
