Програмно-цільовий підхід до реалізації державної політики інвестиційно-інноваційного забезпечення модернізації промисловості України в умовах переходу до технологій Четвертої промислової революції та Індустрії 4.0.

У статті досліджено програмно-цільовий підхід до реалізації державної політики формування інвестиційно-інноваційного забезпечення модернізації промисловості України в умовах переходу до технологій Четвертої промислової революції та Індустрії 4.0. Обґрунтовано та визначено основні принципи формування державних цільових програм модернізації промисловості на засадах програмно-цільового підходу: раціональності, доцільності, цільового характеру спрямування ресурсів, звітності та відповідальності, плановості, прозорості, державно-суспільно-приватного партнерства, управління за результатами. Визначено, що програмно-цільовий підхід здатен забезпечити системність у здійсненні модернізації промисловості країни та плановість у розробленні та реалізації заходів; він дає можливість, незважаючи на обмежені ресурси, реалізувати масштабні програми техніко-технологічної модернізації промисловості та вийти на новий рівень промислового виробництва та соціально-економічного розвитку країни.

В статье исследован программно-целевой подход к реализации государственной политики формирования инвестиционно-инновационного обеспечения модернизации промышленности Украины в условиях перехода к технологиям Четвертой промышленной революции и Индустрии 4.0. Определены основные принципы формирования и внедрения государственных целевых программ на основе программно-целевого подхода: рациональности, целесообразности, целевого характера использования ресурсов, отчетности и ответственности, плановости, прозрачности, государственно-общественно-частного партнерства, управления по результатам. Определено, что программно-целевой подход способен обеспечить системность в модернизации промышленности страны и плановость в разработке и реализации мероприятий; он дает возможность, несмотря на ограниченные ресурсы, реализовать масштабные программы технико-технологиче- ской модернизации промышленности и выйти на новый уровень промышленного производства и экономического развития страны.

The article examined program targeted approach in the implementation of the State policy formation of investment and innovation ensure modernization of industry of Ukraine in conditions of transition to the technology of the fourth industrial revolution and Industry 4.0. Determined that the essence of software targeted approach in the development and implementation of State target program of technical and technological modernization of industry and other targeted programs of comprehensive modernization of the industry lies in the selection of the main goals of the modernization of the industry on the basis of technologies of the fourth industrial revolution, the development of measures aimed at achieving the goals defined in the program terms, definitions and direct the resources necessary to achieve the stated objectives and providing the necessary investment financial resources aimed at achieving defined results. The results of the implementation of the derived effects of its implementation will determine the effectiveness of the implementation of the relevant programs. In General, the program targeted approach can provide a systematic approach in the implementation of the modernization of industries in the country and planned in the development and implementation of measures. Reasonably and defined the basic principles of the formation of the State target programs of modernization of the industry on the basis of program-target approach: rationality, feasibility, the principle target of the directional nature of the resources, the principle of accountability and responsibility for the intended use of the funds, principle of planning, transparency, the principle of public social private partnership, management by results. Determined that the program targeted approach can provide a systematic approach in the implementation of the modernization of industries in the country and planned in the development and implementation of activities, which gives an opportunity in spite of the limited resources of the State budget and complex socio-economic situation in the country, effectively target State planning, implement large-scale programs of technical and technological modernization of the industry and get to a new level of technological development of industry and the social economic development of the country.
