Дослідження стану інвестиційного забезпечення інноваційного розвитку промисловості України в умовах четвертої промислової революції

Досліджено стан інвестиційного забезпечення інноваційного розвитку промисловості України. Виявлено загальний складний стан техніко-технологічного, інноваційного, науково-технічного розвитку вітчизняної промисловості з незначною активністю процесів упровадження фундаментальних, прикладних досліджень та дослідно-конструкторських робіт, створення та впровадження інновацій, техніко-технологічного оновлення потужностей промисловості, створення та залучення нових технологій, в тому числі і в нових революційних напрямах створення інновацій, та відсутність єдиної визначеної державної політики інноваційного розвитку з відповідним інвестиційним забезпеченням та дієвими прозорими механізмами її реалізації. Визначено необхідність формування в країні нової державної інноваційної політики із створенням та впровадженням ефективних механізмів та інструментів її реалізації, спрямованих на забезпечення системного, цілеспрямованого створення та промислового впровадження інновацій, забезпечення необхідного рівня конкурентоспроможності країни, динаміки та стратегічного спрямування інноваційного розвитку економіки в умовах переходу до Четвертої промислової революції.

Conceptual principles of the functioning of the innovation of industrial clusters as a basis for economic development and ensure the economic security of the state

Investigated the status of investment ensuring innovative development of industry of Ukraine. Found total complex status of feasibility of technological innovation scientific and technical development of the national industry, with little activity processes implementation of basic, applied research and development activities, creating and innovation, technical, technological upgrading of capacities, creating and bringing new technologies and new ways of creating innovation, and no single defined public policy innovation development of investment software, and effective mechanisms for its implementation. Identified the need for the formation of the country's new State innovation policy to the creation and implementation of effective implementation mechanisms and tools aimed at ensuring systematic, purposeful creation and industrial innovation, ensuring the necessary level of competitiveness of a country, speakers and the strategic direction of the innovation development of economy in the conditions of transition to the fourth industrial revolution. Determined that the key driver of scientific and technological development in the conditions of the fourth industrial revolution is the development and introduction of new technologies, materials and equipment. It is the ability of the country to the creation of innovation or access to their attraction to create conditions for the development of industry and economic system of the countries to new conditions of functioning. At the present stage of development of global economic processes, the growth of scientific and technical needs, scope and pace of their industrial implementation of very special significance providing financial investment resources. One of the main conditions for effective implementation of innovative activity and stable functioning of the economic system of the country is investment. Stimulate investment processes and improving State management and regulation of investment activity, creation of favorable investment climate in the country becomes the primary condition for engaging and effective use of the investment the resources required for the implementation of innovation and economic growth in the face of the fourth industrial revolution
